This is the hydraulic cam follower for engines with 'hydraulic tappets'; these cam followers should be filled with oil prior to installation in order to ensure their correct operation. If your engine has had noisy tappets and is having a tear down it is well worth replacing the old lifters to ensure a smooth and quiet running engine; this will help ensure the longevity of your valvetrain.
